there are no lower abdominals. muscles either contract as a whole or not at all, because of that it's physiologically impossible to target part of a muscle. you need to lower your body fat % to get ride of the fat down there, and abdominal exercise have no effect on that it's all about following a low calorie low GI diet. controlling insulin through the diet is the key to reducing and controlling body fat.
References :
BS Exercise Science

hate to tell you this but the honest answer is diet.. you will have to eat lean meats, fish, chicken and steamed veggies to lose the gut. Ab crunches aren't what is keeping you from the flat stomach. By all means, do leg lifts, crunches, sit ups, etc etc..but to address your issue, you will have to diet it off
References :
The oblique crunch is about it.
Most "lower ab" workouts are just way too harmful on your back.
